You will see in the title above I have put Alexandria DC, this is because at the time of the issue of this stamp Alexandria was part of the District of Columbia. Alexandria was part of DC from 1791 to March 1847.
It was probably printed by Edgar Snowden, publisher of The Alexandria Gazette, located nearby to Bryan's Post Office
1X1, Type I stamp with 40 stars, cut to shape on cover addressed to Columbia, PA, black "Alexandria D.C. Jul. 10» date stamp with matching boxed "5" and "Paid" handstamps, trivial crease at right, stamp lifted and repositioned.
